The role of the state is essential and crucial to establish an environment conducive to development. It must facilitate and support with concrete actions , quick, and especially vertical interventions carried out jointly at the same time in all sectors , to break with the laxity, the wait , the immobility , the assistantship , impunity and irregularities of any kind..

MARRY THE ECONOMIC PROGRAMME WITH ADEQUATE MONETARY POLICY

To fight against this poverty , we must initiate an innovative and promising employment policy , supported by appropriate monetary policy to boost the production and export in order to generate a generator positive trade balance, reserves changes, such as to maintain a certain level of acceptable monetary stability.

This policy requires accompanying measures and strict enforcement


Massive and supported by the state in search of better contribution :

>>> On one hand, the production quality to conform to the requirements of foreign markets.

>>> On the other hand , the productive capacity of the producers.

The contribution of the state manifests itself in two different financial and technical aspects . It involves massive contraction and long term new loans at rates negotiated for the purchase of new equipment robust and reliable products with a commitment to the state to grant domestic producers, many loans that could get to finance and stimulate investment .

Begin with major investors operating in the exploitation of our natural resources, relied on legal frameworks negotiations and accompanying devices to improve infrastructure ( roads, power , irrigation ... ) , contracts of learning to train the local workforce in the context of employment, for the recovery of the regional economy .

This strategy promotes positive interrelation between regions , leading to full employment.

BUDGET AND TAXATION

To initiate the necessary reforms , the state must have stable financial resources and budgeted from reliable and manageable data.  

Actions to be taken are upstream and downstream :


Have reasonable assurance with respect to enforcement and collection of existing taxes, to offset the risk of error , omission , fraud and corruption.

As there is not a total independence of the judiciary , there will be , or political stability or economic stability and therefore , of course, no democracy.
The rest is pure demagoguery.

A free and independent justice is a justice shall suffer no influence , no pressure or direction of the executive. This is the height of a pathway leading to the real sustainable development sign.

SAFETY

Be aware that there could never be any development until there is no security .

Insecurity is an extreme and very critical Madagascar level . The public authority has no more authority and it is the law of the jungle prevails with mob justice , resulting in acts of torture and barbarity .
